Gayle Epp (now retired), Scott Jepsen and Rhae Parkes started EJP in 2008 after more than 12 years working together at Abt Associates. As a small, woman-owned business, EJP is able to work more closely with communities on a range of community change initiatives. Today, EJP is a national leader in providing consulting services to public housing authorities, cities, real estate developers, and the US Department of Housing and Urban Development (HUD). Our efforts have resulted in the development of housing and non-residential uses in mixed-income communities that leverage public and private investment and transform neighborhoods.
