Maggie Merrill is a seasoned professional, highly skilled in operations management, policy research and analysis, and planning and implementation for Public Housing Authorities (PHAs).  She has extensive experience with the Asset Management of large public housing portfolios, including development and management of mixed-finance properties, compliance with HUD and mixed-finance requirements, modernization, budgeting, and positioning for financial stability.  Maggie has also conducted a broad array of policy research and analysis, strategic and program planning, and provided policy and program guidance for PHAs, City government, and non-profit partners. During her tenure at a large PHA, she directed the application and initial implementation of a successful Choice Neighborhood Initiative Implementation Grant, managing multiple developers, contractors, and partners for the redevelopment of an obsolete public housing development and revitalization of the surrounding historic neighborhood.
